Collecting taxes and development according to Imam Ali (AS)
In his letter to Malik Ashtar (RA), Imam Ali (AS) wrote: O’ Malik; your efforts for developing the land must be more than collecting the taxes, because taxes will not be available (provided) except by development and improvement. And the ruler who wants to collect taxes without developing the fields and farms, will destroy the cities and the servants of God (the people), and his rule will not last long [1].
