A Russian writer speaks about President Putin/s benefitting from Imam Ali Bin Abi Taleb/s letters
In a book, by the Shiite scholar and poet in Bagdad, Sharif Al-Razi, "The Way to Eloquence", which was written in the ninth century, Imam Ali, cousin of Prophet Mohammad, advised to reduce taxes on his people in the times of difficulties (see letter 53).
The new anti-crisis plan, which was generally approved by Vladimir Putin last week, responds to the great Imams advice: The plan is about reducing and simplifying the tax burdens for small companies.
But in our country, as usual, its not as simple as it seems to be. About the news of adopting the new anti-crisis plan, St.petersburg got the news that says local taxes authorities, threatening to nan bank accounts, have recommended businessmen to give their surcharge reports before the deadline 10/5, few days just before the deadlines which is set by the taxes law. Now taxpayers are required to include all purchases information in the report, every received bill, which means technically hundreds of pages. In other words, taxes might be reduced, taxes structures might be simplified, but when it comes to procedures, business hands will be restricted and production resources will be transformed into unnecessary paper work. Besides, of course increasing the mistakes possibilities in the intimations, which will cause silent choosing by the tax authorities. In a case that these authorities are not objective, corruption possibilities will increase too, and so will bribing to avoid legal procedures, and so on.
Through the last ten years Petersburg has witnessed rapid growth in hotels, restaurants, cafes, bars and barbershops. We can say that this city has become the Russian capital for developing services. Some attribute this growth to low rents. One of my acquaintances in business has a different explanation. According to her, tax authorities the "nightmare" with claiming companies, which their sales dont ecceed for example, 5 million dollars a month. Dealing with false complaints in courts takes a long time, yet you cant get big bribes from those businessmen. If there are any violations, generally they are not important. So taxes game is worthy. Removing the foundations of the tax relations between businesses, and removing the motivation behind the tax authorities "business nightmare", this mission is worthy of an anti-crisis plan.
According to Imam Ali, the real fortune of a country is its people’s prosperity. So governors need to mistreat the businesses less. In return, they will get not only the prosperity for the cities and the whole country, but they will also increase the budgets incomes. After centuries, by the way, this wisdom has been reflected in what they call supply side economics, which inspired Reganomix in the 1980s in the United States. But the good Caliphs foresight was deeper, he wrote that the real reason behind peoples poverty and countrys destruction is the Governor and his ministers passion to own fortunes. They afraid of losing authority and power they crave to gain as much as they can in the short availabe period that they have. They never learn from the nations history nor they respect Gods commandments.. " But sure, this side in the anti-crisis plan will be taken into consideration.
